TAAD presents an online seminar for TDLR registrants needing mandatory CEs!

(Reminder: TDLR counts this for mandatory “ethics” credit, whether or not you’re a chief appraiser!)

Defining and Measuring Obsolescence in Personal Property

Description:

This session is 2 hours.

  • Four categories of Personal Property: 1) Inventory, 2) Fixed Assets, 3) Leasehold Improvements, and 4) Intangibles.
  •  Concept of Highest and Best Use defined, and its application to determining whether items are Real Property or Personal Property.
  •  Basic issues to determine whether an item is classified as Real Property or Personal Property.
  •  Components of value within Computer Assisted Mass Appraisal (CAMA) systems. Determining items included in the Real Property square foot rate in CAMA systems. Additionally, determining what is NOT included in the Real Property square foot rate in CAMA systems.
  •  Three forms of Depreciation – Physical Deterioration, Functional Obsolescence, and External Obsolescence. Definitions, examples, and how to measure any appropriate loss in market value.
  •  Measures of External Obsolescence, including the concept of Inutility. Specific application of loss in value to forces external to the property itself.
  •  Relevant sections of Generally Accepted Accounting Procedures (GAAP), Statement of Financial Accounting Standards (SFAS) 141 and 144, and rules set forth by the Financial Accounting Standards Board (FASB).
  •  Property Betterments and the effect on Market Value. Adjustments to Effective Age when a property has been rebuilt or overhauled.
  •  Considerations related to COVID-19 and the effect on Market Value.
  •  Assessment disputes. Evaluation of appeals.

This 3.5 hour workshop is designed to help participants understand important areas:

Fee Simple
• Ambiguity: Appraisal Institute definition v. legal definition
• What is an encumbrance?
• What is a lease?

Alternative to fee simple: Leased Fee
• Legal definition (Duration, alternative to fee simple: leasehold)
• TARE 15th ed. on the two definitions
• Different purposes of the two definitions (Appraisal Institute: identify
how above / below market rent might impact value; Legal: identify the value of a permanent interest)

Leasehold
• What is a lease? (revisited)
• Real property or personal property?

Applications
• Fee simple in condemnation in the unit rule
• Fee simple absolute v. defeasible fee
• Intangibles

Public Funds Investment Training for Appraisal Districts

Description:

The purpose of this workshop is to provide training mandated by Texas Government Code, Chapter 2256. This two-day seminar meets the required 10 hours of PFIA training needed every two years by all individuals serving as financial officer, treasurer or investment officer of a local government, including an appraisal district.

Topics discussed:

  • Public Funds Investment Act Compliance
  • Texas Public Funds Collateral Act
  • Developing a certificate of deposit program, investment policies, investment basics, factors that affect interest rates, using excel for investment controls, investment pools, internet resources for investment decisions, internal.
